wheel question

was the stripes on 15th anniversary wheels a decal or painted on from the factory.
and does anyone know of a good place or way to duplicate them.

i want to refinish my wheels,but what to have the correct stripe first.

Painted.

You can probably replicate it pretty convincingly with some blue pin striping.
